Purpose of the Job
Perform safety inspections during site visits to field offices. Deliver safety training, perform driver training, and other safety related items. Gather documents for and attend TCEQ compliance inspections. Obtains GCD permit renewals, updates, and new permits. Investigates and resolves all TCEQ Notice of Violations.
Overview
Responsible for developing environmental compliance and health/safety programs, as outlined in the company’s programs, and auditing to ensure compliance with all company, local, state, and federal regulations for all employees and facilities.
Work Location and Schedule
What You'll Do
Health/Safety:
- Coordinates all safety and compliance initiatives with the business units under the direction/guidance of HSE Manager.
- Audits HSE activities across the company.
- Works with all facilities to ensure safe working conditions and interacts with team members and management to continually reinforce safe work practices, pointing out both the issues and encouraging positive behavior. Promotes good safety culture.
- Performs local safety inspections and training, as needed and oversees and assists managers with annual facility inspections and follow-ups.
- Investigates safety and environmental incidents and injuries and recommends ways to avoid reoccurrence.
- Actively participates in safety committee meetings.
Environmental Compliance:
- Communicates regularly with employees and management to ensure compliance with all local, state, and federal regulations.
- Monitors monthly DMR’s and all water results for issues.
- Tracks implementation of capital projects to ensure compliance.
- Performs follow-up on all non-compliance advisories to address the specific issue and any underlying issues.
- Provides data for reporting that demonstrates compliance.
- Reviews annual Consumer Confidence Reports and any customer notifications regarding water quality.
- Stays abreast of upcoming regulations and works with business units to evaluate their impact on operations and capital planning.
- Performs employee job safety observations as needed.
- Assists managers with general and specific security concerns.
- Ensures that all documents regarding the HSE Programs are completed and filed appropriately.
- Ability to research and interpret regulations and review permits to determine compliance.
- Ensures compliance with applicable OSHA, EPA, NIOSH, NFPA, DOT, state departments of health and public service commissions’ standards.

What You'll Bring
Must Have
- Bachelor’s degree in Environmental Health Sciences, Safety or related field, or the equivalent in related work experience demonstrating the ability to manage compliance and safety programs, as well as incident investigations.
- Valid driver’s license.
- A minimum of 5-year regulatory compliance and/or safety experience and an in-depth and up-to-date knowledge of relevant codes and standards associated with regulatory agencies such as OSHA, EPA, etc.
- 3-5 years of progressive responsible experience in environmental health and safety in a utility related field.
Nice to Have
- Certified Safety Professional, OSHA 30-hour course, Operator certification(s) in water, wastewater, natural gas, and district energy.
- Previous experience performing safety task analysis.
- Experience with same or similar operations including (Steam, Chilled Water, Drinking Water, Wastewater, Natural Gas Distribution).
Knowledge, Skills, and Abilities
- Proficiency with MSOffice.
- Strong written and verbal communication skills; public speaking experience preferred.
- Excellent analytical and organizational skills, and detail oriented.
- Ability to motivate others in pursuit of company goals.
- Ability to understand and implement a variety of the field’s concepts, practices, and procedures.
- Ability to plan and accomplish goals.
