As part of our ongoing commitment to operational excellence, we are seeking a dependable Project Manager to join our team and play a crucial role in our Field Operations department.  This is a responsible managerial position and includes work in the planning, design, and construction of capital projects as well as oversight of a wide variety of projects. Supervision may be exercised over both in-house employees and consultants engaged in various design, construction, inspection, maintenance, or clerical operations. Analyzes problems encountered in the utility system.

 

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

• Schedules, assigns, performs, and supervises engineering design projects; directs and coordinates plan design and preparation, cost estimate development, and specification preparation; participates in the development and design of projects.

 • Performs, supervises, and participates in the analysis and review of design studies prepared by both in-house staff as well as professional consultants; prepares recommendations for the consideration of professional and administrative superiors and committees.

 • Conducts special studies and projects relating to technical and administrative aspects of the public utilities function; prepares reports and recommendations for consideration and action by municipal administration. • Serves as first technical/engineering support resource for operation and maintenance discussions.

• Conducts analysis of problems encountered in the utility system. Provides suggestions and procedures to resolve the problem.

• Oversees the development and preparation of designs and plans for projects; oversees preparation of specifications, assesses project costs,; generally responsible for overall design and construction management of projects.

• Interprets plans and specifications; approves design changes in the course of construction; reviews contractor's change orders and payment requests, and generally responsible for overall construction administration of projects.

• Prepares operation/construction permit application for Water & Waste Water Utilities. • Reviews plans, specifications and cost estimates prepared by professional and sub-professional personnel. • Prepares reports and recommendations for consideration and action by various City, county and state regulatory and administrative boards.

• Conducts and supervises instructional programs for subordinates as required.

• Participates in the selection of design consultants and construction managers, including contract negotiations, as required.

Work Experience

7 years progressively responsible experience in the area of design and construction management. Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
