Work Location and Schedule:   

  • This position will be based at our Covina, California location.
  • The work schedule is a 9/80 schedule, with 9 hours per day on Monday-Thursday and 8 hours per day on working Fridays, with every other Friday off. 
  • This role will also require local travel to other locations within our service areas in Southern California.  

What You'll Do

As an Electrical and Instrumentation Technician, you will play a crucial role in ensuring the continuous, efficient, and reliable operation of our water utility systems. This role focuses on the maintenance, repair, and optimization of electrical and instrumentation systems that support the production, distribution, storage and treatment of potable water. 

 

This position will be willing and able to perform the following duties and others as assigned:  

 

  • Utilize computer maintenance management system (CMMS) for work processing.
  • Perform electrical/electronic preventive maintenance and repairs on motor controls, PLCs, industrial networks, meters, and chemical equipment.
  • Conduct maintenance on groundwater wells and booster pump assemblies.
  • Troubleshoot PLC, SCADA, and motor control systems, including VFDs.
  • Maintain and troubleshoot water treatment chemical feed systems.
  • Test and calibrate production meters.
  • Support engineering capital projects and coordinate with contractors.
  • Design, modify, and program control systems for water blending and system parameters.
  • Install industrial electrical systems, including conduits, wiring, and switches.
  • Estimate job resources, requisition materials, and coordinate with vendors and contractors.
  • Interpret technical manuals, schematics, and blueprints to troubleshoot equipment.
  • Operate and maintain electronic testing equipment and related software.
  • Provide technical support for computerized telemetry and electrical systems.
  • Safely work with voltages ranging from 24VDC to 480VAC.

What You'll Bring

Education and Experience  

  • High school degree or GED.

  • Completion of a formal electrical program at an accredited college or university preferred.

  • Years of experience in the installation, maintenance, repair, and alteration of electrical and electronic equipment, preferably at a water or wastewater facility: 

    • Electrical Technician II: 2 years 

    • Electrical Technician III: 4 years 

    • Electrical Technician IV: 6 years 

 

Licenses and Certifications  

  • Valid California Class C Driver’s License with satisfactory driving record.

  • Water certifications: 

    • Electrical Technician II: Treatment 2 (T2) + Distribution 2 (D2) 

    • Electrical Technician III: Treatment 2 (T2) + Distribution 3 (D3) 

    • Electrical Technician IV: Treatment 2 (T2) + Distribution 4 (D4) 

  • CWEA Electrical & Instrumentation Technologist Certification (possession of or ability to obtain within 2 years of appointment to position).

    • Electrical Technician II: Grade 2 

    • Electrical Technician III: Grade 3 

    • Electrical Technician IV: Grade 4 

 

Knowledge, Skills and Abilities  

  • Knowledge of Cal-OSHA, OSHA, Safety Data Sheets, National Electric Code, and safety standards.
  • Familiarity with commercial/industrial electrical systems, SCADA, radio communications, and motor control stations.
  • Ability to troubleshoot electrical and electronic systems.
  • Proficient in safe use of PPE, including Arc Flash gear.
  • Capable of working independently with minimal supervision.
  • Strong communication skills in person, phone, and email.
  • Skilled in record-keeping and report preparation using PC or tablet.
  • Able to exercise independent judgment within guidelines.
  • Effective at building collaborative relationships.
  • Knowledge of Geographical Information Systems (GIS)
  • Proficiency in Word, Excel, Outlook, and Internet use.

Work Environment and Conditions

  • Work is performed in an environment with regular exposure to major disagreeable conditions or hazards, such as:  
    • Extreme temperature conditions (excessive heat/cold).
    • Extreme outdoor weather conditions (excessive humidity, dampness, chilling).
    • Excessive continuous noise above 85 decibels.
    • Possible exposure to noxious fumes.
    • Tight spaces, Confined Spaces and work at heights.
    • Chemical and hazardous atmospheric conditions.

 

Physical Exertion: 

  • Tasks may require considerable physical effort to be performed on a frequent and consistent basis.  
  • May require daily travel between work sites greater than 30 miles.  
  • Extensive physical activity, working with heavy machinery, vehicles, and/or moving parts or objects.  
  • Lifting or moving over 50 pounds consistently  
  • May stay in one position with little movement for periods of time throughout the day greater than 8 hours.  
  • May require working from heights, climbing stairs and ladders.  
  • Use of specialized PPE will be worn for work tasks as required.
